Dog licence fee Dog registration Dog de-registration

The history of dog licences goes back to around the year 1500 (taxation by paying in "dog grain" e.g. oats, barley and rye). Today the purpose of the tax is to increase revenues, but also serves the goal of limiting the number of dogs being kept.

Registration

The obligation to pay tax begins in the first month in which the dog is brought into the household. The dog must be registered within two weeks after it is first brought into the household.

The registration can be done personally at the Bürgeramt (Citizen Centre) of the City of Essen, or in writing using the form sheet (see download area on the right-hand side), in person or by telephone at the Essen city Stadtsteueramt (City Tax Office).

De-registration

The dog must be de-registered within one month after it is no longer being kept. The de-registration can be done personally at the Bürgeramt (Citizen Centre) or Stadtsteueramt (City Tax Office) of the City of Essen, or in writing using the form sheet (see download area on the right-hand side). The tax stamp must be returned, and the new owner of the dog (if any) must be specified.

Dog licence fee (annual)

  • One dog: 156.00 euros
  • Two dogs: 216.00 euros per dog
  • Three dogs: 252.00 euros per dog
  • Dangerous dog: 852.00 euros per dog

The dog licence fee for a dangerous dog may under certain circumstances be reduced to 288.00 euros. For details, please read section 2 of the dog licence fee rates.

Dog tax exemptions

For example for:

  • Dogs that serve exclusively for the protection and assistance of blind, deaf, or otherwise helpless persons.
  • Dogs that are accepted into a household from the Essen Animal Shelter (twelve months exemption).

Furthermore, upon application, a tax reduction to 39.00 euros will be granted for the first dog to recipients of basic financial security payments or social security under the German Social Code II or German Social Code XII. For details, please read section 6 of the dog licence fee rates.
